We've done a number of stories on the smoking ban since it went into effect a couple months ago. Some bar owners say it's hurt business, while others say they haven't noticed a change. Either way, we've come across several unique ways some bars are trying to get around the ban. The Health Department doesn't even like to use the word "ban." The staff there refers to it as the "Clean Indoor Air Act." A photographer and I walked into 2 Spokane bars tonight, and the air inside was not exactly clean. Several people were openly smoking. A couple bars in Spokane are actually 'renting' ashtrays to customers. The cost? A buck to rent the ashtray for four cigarettes. We saw 3 ashtrays out when we walked into one bar. The bar owners wouldn't go on camera, but told us, they're saving the money for what they call an inevitable fine. They say it's only a matter of time before they get caught, and the ashtray rental fees will help foot the bill. One of the bars also has a tent of sorts setup out back with folding chairs. They call it "The Smoking Section." We were given a quick tour before we left. On my way out, I noticed the three ashtrays that were out when we walked in had disappeared. |
